
The objective of the course was to develop the skills and knowledge of university staff, including employees and faculty members who engage in administrative work or hold administrative positions within the university.
The course, presented by legal consultant Sajjad Sabah Adham, covered all the legal provisions outlined in Law No. 14 of 1991, concerning the discipline of state employees and the public sector. Additionally, it discussed the Code of Conduct, issued by the Integrity Commission in accordance with Article 3 and Article 6 of the Law on the Integrity Commission and Unlawful Gain No. 30 of 2011. The course addressed disciplinary penalties, circumstances under which employees are subject to punishment, the authority to impose penalties, and the methods of conducting administrative investigations. It also covered the organization of investigative procedures, starting from the formation of the investigative committee to the writing of reports and recommendations.
In conclusion, it was recommended that employees be familiarized with their job responsibilities to avoid mistakes and potential penalties. There was also a focus on developing the skills of individuals nominated to lead or be members of investigative committees, ensuring they can effectively conduct investigations, write reports, and provide appropriate recommendations without arbitrariness or leniency
