The course, which was presented by the instructor E'tidal Abdulbaqi Youssef involves general provisions of the law, its application, and definitions of some of its terms. It also addressed the duties imposed on employees, prohibited actions, disciplinary penalties, their effects, the formation of investigative committees, and the procedures for objecting to them through complaints or appeals.

At the end of the course, the presenter recommended emphasising the necessity  to intensify the conduct of courses for employees to broaden their legal horizons, extend the duration of the courses, and establish memoranda of understanding with government departments to promote legal awareness regarding all laws related to public service
